Key Technologies for Digital Rapid Generation and Command Decision of Power Emergency Plans

Power emergency plans are guiding documents for responding to various emergencies. To enhance the effectiveness and practicality of power emergency plans and meet the demands of their digital transformation and intelligent upgrading, this study focuses on key issues such as structured information preparation for power emergency plan generation, emergency plan knowledge graph analysis, multidimensional management and visual display of power emergency plans, automatic intelligent selection of emergency plans, and command decision-making. The research investigates critical technologies for the digital rapid generation and command decision of power emergency plans. A “three-flows-in-one” emergency plan rapid generation method based on knowledge graph is proposed. Management strategies for digital emergency plans are discussed, along with exploration of command decision-making techniques based on digital emergency plans. This study addresses challenges in low digital maturity of emergency plans in power enterprises, low automation of emergency decision support, and poor usability. Experimental results demonstrate that the proposed technical solutions can enhance emergency plan decision support capabilities, improve the emergency command and scientific decision-making capabilities of managers, reduce decision-making time, promote digital transformation of emergency management, and effectively ensure the security of the power grid.
