Command Organization Performance Evaluation Based on AHP and Cloud Model

To address the uncertainty issues in the effectiveness evaluation of command organizations, we have developed a cloud model-based evaluation system. This system first establishes a set of evaluation indicators, then applies cloud models to describe these indicators, and uses the Analytic Hierarchy Process (AHP) to determine their weights. By calculating the weighted centroid vector and weighted deviation degree of the cloud model, we can quantify the deviation of the system from the ideal state, thereby deriving the evaluation results. Furthermore, we have validated the effectiveness of this method through specific case studies.
