Alignment of COBIT 5 and ITIL v4 Frameworks Through an Ontology: Towards Improved Maturity of IT Processes

In Moroccan universities, information technology (IT) plays a key role in establishing effective IT governance. However, the evaluation of COBIT 5 DSS (Delivery, Service, and Support) processes reveals a low maturity level (level 2), reflecting inefficient use of IT services. The adoption of ITIL v4 emerges as an essential solution to address these challenges but requires a clear definition of the relationships between COBIT processes and ITIL activities. This research proposes an integrated ontology aligning COBIT and ITIL v4, aiming to improve process maturity and create IT value. This model promotes resource optimization, proactive governance, and digital transformation tailored to the specific needs of Moroccan universities. By leveraging real-time evaluation mechanisms, it provides a structured and transferable approach to enhance the effectiveness of information systems and support academic competitiveness.
