The Socioeconomic and Technological Implications of 5G Deployment in Urban and Rural Communities of South Africa

The global challenge of accessing mobile broadband networks persists, with various stakeholders undertaking several initiatives to address this issue. Among these, the rollout and deployment of 5G technology is considered a significant effort to bridge the digital divide. 5G is recommended due to its capacity to provide short- and longdistance coverage, facilitating network access in urban and rural areas. However, 5G adoption has been more prevalent in urban areas than in rural communities. This disparity is primarily attributed to infrastructure availability, return on investment, radio frequency spectrum limitations, and policy challenges. This paper examines the adoption of 5G in both urban and rural contexts within South Africa (SA) while identifying critical issues and areas where policy and regulatory interventions may be necessary. To achieve this, a qualitative desktop research approach through secondary research was employed, analyzing publicly available information, including journal articles, policy documents related to the 5G rollout in urban and rural areas, and other academic sources. Primary data collection through interviews was also conducted to engage key stakeholders to understand their viewpoints and perceptions about the 5G rollout. The key findings from the study demonstrate that the 5G network benefits urban areas, whilst rural communities remain underserved due to weak policy and lack of infrastructure. It is recommended that SA needs to adopt best practices to expand rural 5G access. This paper aims to contribute to ongoing discussions on policy measures to bridge the digital divide through enhanced mobile broadband coverage and connectivity.
