A Generation and Transmission Expansion Planning Method Considering Carbon Quotas and Tax

Driven by global carbon emission reduction targets, the planning of power systems faces significant challenges in transition to decarbonization. This study proposes a transmission system expansion planning considering carbon quotas and tax, in which the generation side include carbon capture power plants, conventional coal-fired units and gas units. By incorporating carbon quotas, economic factors, and other comprehensive elements, the optimization of generation units and transmission network expansion is achieved. Case studies based on a 30-bus transmission system validate the effectiveness of the proposed model. The study reveals that integrating carbon quotas into transmission planning effectively shifts the power supply mix toward cleaner energy sources and enhances the economic feasibility of low-carbon technologies in high carbon tax environments.
