Research on the Construction of Index System and Comprehensive Evaluation Method for the Development Level of New Power System

Scientific and rational evaluation of the development level of the new power system is of great significance for the planning and construction of the new power system. This article constructs an evaluation index system and comprehensive evaluation method for a new type of power system. The construction of the new power system is complex and data intensive, and China is currently in its early stages, lacking a clear evaluation system. This article constructs an evaluation system based on five characteristics: clean and low-carbon, safe and sufficient, economically efficient, supply-demand coordination, and flexible intelligence. It includes 21 secondary indicators and proposes a comprehensive evaluation method based on indicator grading to divide the development level into four levels. Taking three provinces in China as examples, the effectiveness of this method was verified. The research results can provide scientific basis for the planning and decision-making of new power systems.
