Evaluation Index System and Evaluation Method for the Effectiveness of Electricity Substitution

Electricity substitution is a key strategy for promoting energy transformation and reducing environmental pollution. A comprehensive evaluation of the effectiveness of electricity substitution allows grid companies to make objective judgments about the current level of substitution programs and also provides direction and decision-making for related policymaking. In this paper, firstly, the index system of electric energy substitution effectiveness covering economy, low carbon, safety, and interaction is constructed; secondly, the Analytic Hierarchy Process(AHP) and entropy method are used to determine the weights of the indexes, and the objective and subjective weights are fused and updated through mathematical planning, and the evaluation method uses a combination of the Technique for Order Preference by Similarity to Ideal Solution(TOPSIS) and matter-element extension evaluation model; lastly, the analysis of examples is carried out by taking the five electricity substitution projects of Tianjin as the objects of the study to verify the practicality, scientificity, and effectiveness of the evaluation system.
