Development of Models for Describing Organizational and Managerial Risks for Scientific and Engineering Projects in Photonics

The specific features of determining the efficiency of scientific and engineering projects implementation are related to the need to take into account the multi-criterial nature, complexity and variability of characteristics at different levels of the management process in the context of its orientation to external and internal risks. The aim of the study is to improve the methodological tools for decision-making by participants in the innovation process based on risk accounting models for scientific and engineering projects. The features of breakthrough scientific and engineering projects, the environment for their implementation based on university research and educational centers, the formation and development of scientific, technical and managerial personnel are identified. Approaches to modeling organizational and managerial risks of these proj ects are proposed, taking into account the possibility of their transformation into innovative profit-oriented companies in the deep technology sector. Particular attention is paid to university proj ects in the field of optoelectronics and the requirements for expanding their innovative potential. The results obtained allow to talk about the directions and methods of project standardization from the standpoint of increasing the efficiency of management decision-making processes by participants in the innovation process, creating automated decision support systems, in particular, at the stages of attracting various forms and types of financing and investments.
