Collaborative Preventive Control Method for Transmission and Distribution Systems Under Extreme Disasters

Extreme disasters often lead to failures in power grid lines and substations, resulting in significant load-shedding events. Therefore, this paper proposes a proactive coordinated preventive control method for transmission and distribution systems. Before the disaster, the loss of load is reduced by transferring power through substations and reconstructing the network framework, to ensure the safe and stable operation of the power grid. First, the framework of active cooperative preventive control for power transmission and distribution is established. Second, the optimization model of cooperative preventive control with the minimum cost of prevention and loss of load is established as the objective. Then, the nonlinear optimization model is transformed into a mixed integer programming problem for a fast solution. Finally, simulations are conducted based on the improved IEEE 24-bus transmission network and the IEEE 33-bus distribution network to verify that the proposed coordinated prevention control strategy can effectively mitigate load shedding during disaster occurrences.
