Evaluating the Impact of Adding Links on Network Availability and Max-flow

Network Availability (NA) is the probability that all the network flows can be routed at a given time instant. Max-flow of a source-destination pair is the maximum traffic volume that can be routed between them. High $N A$ and max-flow are necessary for future Ultra-Reliable Low-Latency Communication (URLLC). This work identifies the best links to add to the network to maximize $N A$ and max-flow cost-efficiently and discusses the trade-off between $N A$, max-flow, and cost.
