A Method for Flexible Power Resource Planning with Capacity Adequacy and Low Carbonization

With a growing consumption on electricity and the shift from fuel to clean energy, the stability of power system under the process of low-carbonization get challenged. It is significant to utilize non-traditional electrical resource including energy storage and adjustable load, in consideration of their flexible performance in supply supporting and peak shifting. This paper establishes an optimization method for flexible power resource planning in means of minimizing the total resource cost consisted of construction, operation and carbon emission. By a simulation case based on year 2030 and 2035, the influence gets revealed of phase-out speed to coal, transmission capability, and resource price on the planning results, offering several suggestions to load-center areas on allocation and mechanism development of flexible resource in the future.
