Reconfigurable Intelligent Surfaces: Standardization Oriented Analysis and Considerations

The Reconfigurable Intelligent Surface (RIS) is a novel electromagnetic surface technology that employs structural design and programmable control to regulate electromagnetic waves in space domain and improve propagation environments. RIS has several advantageous characteristics, including low cost, low power consumption, and low thermal noise. These attributes position RIS as a pivotal component in the development of intelligent wireless transmission environments for future 6G technologies. This article is oriented towards the standardization of communication technology, with a particular focus on RIS as a cooperative reflecting node. Beginning with the existing network problems associated with 5G, the article provides an overview of potential application scenarios for RIS. It then proceeds to a comprehensive comparison and analysis of RIS with the Network Controlled Repeater (NCR) in 3GPP Release 18, from the perspective of technical features, system architecture, performance, and other relevant factors. Furthermore, it is proposed a staged approach to the evolution and development of RIS, taking into account the maturity of the industry and the level of academic research, along with potential standardization areas in typical scenarios.
