Towards Oman’s Digital Transformation: A Comprehensive Analysis of Smart Government Development Index

E-Government services are the key enabler and a daily life routine for today’s citizens and most of the businesses in public and private sectors. The increased demands of engaging citizens and stakeholders in the process of delivering government services had evolved the E-Government to a more advanced and sophisticated way of delivering the services, which is a known lately as Smart Government. The concept of Smart Government evolved very fast in the last years to include many other areas such as smart city and smart services. On another word, Smart Government is the next generation of E-Government. Since 2001, the United Nations Department of Economic and Social Affairs (UNDESA) has been conducting Surveys for e-Government development worldwide. The UN Survey evaluates and assesses E-Government development based on two primary indices, E-Government Development Index (EDGI) and E-Participation Index (EPI). Consequently, finding the Smart Government Development Index (SDGI) is important to measure the development progress of Smart Government development. In this paper, we are going to establish a relation between the latest Smart Government Conceptual Frameworks and the UN Survey. Furthermore, analyze the latest approaches to measure Smart Government Development Index. Consequently, calculate Smart Government Development Index based on E-Government Development Index and E-Participation Index from the UN Survey.
