Trends in Spectrum Management and Engineering

This paper reviews basic concepts and trends in radio frequency spectrum management. The spectrum is treated as a natural resource, and spectrum management as a concept embracing all activities involved in its allocation and control of its use. Spectrum scarcity that hampers the development of the existing and new radio services is, in part, due to deficiencies in spectrum management. The paper outlines possible improvements in future spectrum management and engineering.
