Indonesia's Pumped Storage Power Plant Project with High-Speed Construction RCC Dams and Large-Scale Underground Powerhouse - Upper Cisokan

The Upper Cisokan Pumped Storage Power Plant Project is the country's first pumped storage power plant with an output of 1,040 MW in the upper reaches of the Citarum River Basin in West Java Province. The Indonesia's state-owned power company (PT PLN (Persero)) has received financing from the World Bank and others to construct this Project. After a temporary suspension of financing and various other circumstances, it was decided in September 2022 that the project would be refinanced by the World Bank and other sources, and full-scale resumption took place in July 2023. The construction works will be divided into four contracts: civil works, electro-mechanical turbine/generator works, power transmission line works, and hydro metal works, of which the electro-mechanical turbine/generator works will introduce variable speed machine to meet the needs of the times. In addition to considering environmental and social consideration, this paper briefly describes three major technical challenges and their strategies to be overcome.
