Analysis of Brazil's 8·15 Major Power Outage Accident and its Implications for Liaoning Power Grid

On August 15, 2023, due to a series of chain reactions after the 500 kV line reclosing accidental tripping action, a large-scale power outage occurred in the Brazilian power grid. The Brazilian power grid was divided into the northern power grid, the northeastern power grid, and the southeast-south-central power grid. The three parts of the Western Power Grid, 25 Brazilian states and the federal district of Brasilia, the capital, were all affected to varying degrees, with a total load loss of 22.55 million kilowatts, accounting for approximately 31% of the total load. The article introduces the operation of the Brazilian power grid before the accident, as well as the cause, process, recovery and consequences of the accident. It points out that the main reasons for the accident are weak grid structure, insufficient power support, imperfect technical defense lines, and shortcomings in safety management and control. The reasons, combined with the actual situation of Liaoning Power Grid, put forward the suggestions of paying close attention to the “six enhancements” and doing a good job in the “six preventions” to ensure the safe and stable operation of the power system.
