Use of special protection systems to overcome power congestion in the Western United States

This paper presents the technical analysis of using special protection systems (SPS) and various fast acting devices to improve the stability performance of the power system and to maximize power transfers. This can minimize the impact of critical disturbances on the existing system or the need for new transmission facility additions to the system. This paper discusses the planning studies and the associated system reliability criteria and the broad technical advantages that can be achieved by utilizing these two types of special protection system for the power congestion mitigation.
