Project portfolio Bidding decision with Interaction Effect

Bidding decision is a crucial part of the management activities of construction enterprises, and an important way for enterprises to improve resource utilization and achieve strategic goals. By using the planning tool of Quality Function Deployment, the synergistic relationship between enterprise demand goals and candidate projects, as well as between projects, is established, and a quality house of project portfolio bidding decision-making is constructed. Based on the output results of the quality house, the interaction effect between projects is taken into account to establish an optimization model of bidding project portfolio under resource constraints. An improved genetic algorithm solution model is designed according to the characteristics of the model. Our aim is to provide a theoretically reliable and operable project decision-making method for the overall planning and collaborative operation of construction enterprises in the early stage of bidding, and to provide decision-making support for enterprises to formulate bidding strategies.
