Advancing Post-Earthquake Relief: A Comprehensive Strategy Using Existing and New Centrality Measures - A Morocco's Earthquake Case Study

Effective resource distribution to impacted areas is a critical component of relief efforts following seismic catastrophes. This paper presents a novel approach to quickly identify and rank key nodes in earthquake-affected areas using a variety of centrality measures, including Pagerank, Closeness, Eigenvector, and a novel measure. The goal is to greatly increase the overall efficiency of post-earthquake response operations by optimizing the distribution of essential supplies and resources through the application of these centrality criteria. This approach's substantial potential is demonstrated by its practical application on seismic networks, which also highlights how flexible and adaptable it is as a tool for resource allocation optimization in a range of disaster response scenarios. This novel approach, which has its roots in network analysis, provides a smart and effective way to move post-earthquake relief efforts forward, enabling a quicker and more responsive response to seismic disasters. Additionally, it compares and assesses the effectiveness of various centrality measures in commune allocation in a methodical manner. Beyond its immediate uses, this research contributes to the recovery and resilience-building of impacted communities by acting as a useful model for international catastrophe response operations. It offers vital information about the best centrality measures for allocating resources, setting the stage for improved tactics in reaction to disasters in the future.
