Risk Assessment of Power Grid Investment Based on Game Theory and Multi-Attribute Decision-Making

China's power grid investment has shifted towards prioritizing quality and efficiency. It demands significant technological innovation, substantial investment, and long capital cycles. Hence, assessing power grid investment risks is crucial to mitigate them and optimize investment decisions. This paper proposes a power grid investment risk assessment index system comprising operation, supervision, technology, and external environment aspects. It integrates game theory and multi-attribute decision-making to evaluate these risks. The findings highlight effectiveness supervision risk, safety supervision risk, and power supply reliability as pivotal factors. Accordingly, risk response recommendations are proposed focusing on regulatory risk prevention, risk information resource integration, and regulatory risk management institution establishment.
