Frequency Control Strategy of Aggregator Based on New Load Baseline

With the extensive integration of flexible loads such as electric vehicles and temperature-controlled loads, new challenges and opportunities have been presented for power grid scheduling. This article proposes a control strategy for adjustable loads participating in power grid frequency regulation based on a new load baseline for load aggregators that aggregate various adjustable resources. A new load baseline was constructed that takes into account factors such as user satisfaction. Based on this, an adjustable load participation frequency modulation implementation scheme based on the new load baseline was proposed. The effectiveness and feasibility of the method described in this paper were verified by analyzing the IEEE 24 node system as an example.
