Decision Support for Resilient Emergency Response Through IoT-driven Environmental Monitoring

Decision Support Systems (DSS) leveraging digitalization and Internet of Things (IoT) sensor networks and tracking devices play a crucial role in enhancing situational awareness and decision-making in emergency scenarios. This paper introduces a DSS designed to assist operators in selecting assets for deployment. The proposed methodology utilizes an evolutionary optimization framework to address the multi-objective combinatory problem inherent in asset selection. Objectives encompass cost, response time, assets suitability for the given emergency, and risk assessment. Notably, the inclusion of the risk assessment objective enables What-If analysis, supporting the management of potential concurrent events. Experimental validation conducted against real-world data and scenarios has demonstrated the effectiveness of the proposed strategy, surpassing traditional human-based solutions.
