Comparative Study of TDM Technology Systems from an International Perspective

TDM technology plays a huge role in scientific research, business, health and other fields, helping researchers to extract useful information from large amounts of data. However, the use of TDM technology is based on data and text, so there is a risk of infringement. First, on the basis of analyzing the definition and technical path of TDM, compare the current systems for TDM technology in different countries. Secondly, analyze the legal regulations and judicial practices on the fair use scope of TDM technology in Japan, the European Union and other countries. Finally, when improving the use of TDM technology, we can start from policy and technology aspects: in terms of policy measures, promote the introduction of the CC license, encourage database rights holders to disclose data, and at the same time, the government will provide certain compensation, so as to balancing the interests between data rights holders and the public; In terms of technological measures, a global public database can be established to classify and screen data from various countries for different types of use, thereby effectively avoiding the risk of TDM technology infringement.
