Research on Cluster Control of Distribution Network with High-Penetration Distributed Photovoltaic

China is vigorously promoting the large-scale construction of distributed photovoltaic (DPV). However, large-scale DPVs grid connection brings significant negative effects. In order to solve the problems such as voltage violation and loss increase caused by a large number of DPVs connected to the distribution network (DN), it is necessary to adopt effective control methods to improve the power quality. At present, the centralized control method of DN adopted in most studies has the problem of low efficiency, which is not suitable for the complicated DN with high-penetration DPV access. This paper proposes a cluster control method for DN with high-penetration DPV access. First, the electrical parameters of DN are quantified, the electrical weight matrix is established, and the adaptive cluster partitioning is carried out based on the modularity optimal strategy. Further, in each cluster, the minimum weighting sum of active power loss, DPV active power curtailment and voltage violation penalty terms is taken as optimization objective to carry out independent control: First, the residual capacity of each DPV inverter is invoked for reactive power compensation. When the cluster controller determines that the reactive power compensation alone cannot satisfy the voltage limit of the DN, the DPV active power curtailment is executed. In the simulation test of IEEE 69-bus system and IEEE 118-bus system, the proposed method can effectively avoid voltage violation and reduce PV curtailment rate. The results demonstrate the efficacy of the proposed methodology.
