Evaluating the Effectiveness of University and Local Government Unit Collaboration in Community-based Development Programs

Congruent with the university's mission, an emerging methodological approach to comprehensive community development and transformation using the Sustainable Integrated Community Advancement Program (SICAP) model was utilized in the university's Community-based Development Program (CBDP) implementation. This paper presents the impact assessment of university and local government units' collaboration in the CBDPs implementation. The researchers utilized a Sequential Explanatory research design. Accordingly, the local government unit as a stakeholder in CBDP's implementation was Moderately Efficient. Similarly, there was Moderate Effective collaboration between the university and the local government unit. Further, the efficiency of the local government unit had no direct positive impact on the effectiveness of CBDP implementation. It can be gleaned that the engagement, empowerment, and enrichment of local government units in the Community-based Development Program lifecycle has a fair direct positive impact on successful program implementation. The researchers recommended further studies be conducted to determine the relevance and sustainability of the CBDPs of the university using empirical analysis, and other program management models.
