Dynamic Configuration Planning for Resource Pool of Policy-driven Virtual Power Plants

The power grid requires significant regulation to maintain safe and stable operation. However, current regulation methods incur substantial costs that some power grid companies struggle to afford. Therefore, a cost-effective regulatory approach needs to be proposed to address this issue. This paper introduces a novel operating model for the virtual power plants (VPP) called the policy-driven virtual power plants (PVPP). In this model, the government acts as a facilitator between the power grid and enterprises, assisting in alleviating the economic burden on power grid companies and enhancing the regulatory capacity of the power grid. Furthermore, a dynamic planning method for the PVPP resource pool is proposed to optimize grid revenue in the medium to long term, especially when participating in multiple services. Finally, a case study is presented to demonstrate the efficacy of the proposed method, showcasing the significant potential for the application of PVPP.
