Control Strategies for a Load-side Virtual Control Unit Participating in Primary Frequency Regulation

With the increasing scale of the new energy connected to the power system, its uncertainty causes a security risk to the frequency stability of the power system. More and more load-side distributed resources are connected to the power system, which becomes a means to alleviate the above problems. In this paper, distributed resources are aggregated into a virtual control unit (VCU) to participate in primary frequency regulation (PFR) of the power system. The operation process of the VCU participating in the PFR of the power system and the optimized responsibility allocation method of distributed resources based on the price orientation are proposed. Based on the above methods, the control plan for distributed resources for each time step is obtained through real-time rolling optimization. It can be seen through the analysis of the case that the proposed operation process and the responsibility allocation method not only can improve the frequency stability of the power system but also maximize the income of the VCU, which ensures the stability of distributed resources participate in the PFR of the power system.
