Dynamic Programming of Reliable and Resilient MG-based Distribution Network Expansion Planning

The distribution network (DN) must be reliable against known and predictable threats, while also resilient against high-impact, low-probability (HILP) incidents. A barrier to concurrent implementation of reliability and resilience (RR) upgrading measures is the need for equipment and methods that support proper investigation of the fundamental parameters and their cost vs. RR tradeoffs. This paper presents a hierarchy framework to dynamically optimize a three-stage Reliable and Resilient DNs Expansion Planning Program (RRDEP) using both reinforcement and operational measures. Furthermore, the intermittent nature of load, generation and market price and different voltage sensitive load models are assessed in order to well incorporate them into the problem. The proposed RRDEP methodology is validated with numerical experiments on a large-scale DN. The results show the new model provides additional flexibility and reduces the total cost.
