Tiered Reliability Assessment of Electric Distribution Utilities using DEA with Malmquist Index

This paper presents tiering and evaluation of the reliability performance of local electric utilities in Thailand from 2019 to 2021, using two DEA methodologies: the Banker, Charnes, and Cooper (BCC) model and the Malmquist index. By determining the three-year average efficiency derived from the BCC model in conjunction with the M index during this time period, utilities are systematically clustered into four tiers. The analysis is then provided, focusing on the lower-tier utilities, delineating the factors contributing to their reduced efficiency. This structured assessment serves as a pivotal resource for stakeholders aiming to enhance the reliability and performance of electric utilities in the future.
