Optimal EV charging schedule for managing distribution network over-load during CLPU

The Cold-Load Pick-Up (CLPU) has a large impact on the loading of distribution system equipment. This effect can be further aggravated by a high penetration of electric vehicles among the residential customers. It is therefore important to understand this phenomenon and to study different mitigation strategies. In this paper, we present the modelling of the CLPU with electric vehicles, and we evaluate a delayed charging strategy based upon an optimal charging schedule. The results show significant potential for the CLPU magnitude reduction through the controlled charging in the case of moderately overloaded transformers. The model parameters and results are based on a typical Hydro Quebec distribution feeder.
