Maintaining Improving Control Response of Generators at Conventional Power Plants for Power Systems with Integrated Wind and Solar Power Plants

The increase in the total power output proportion of wind power plants (WPP) and solar power plants (SPP) within power systems involves new challenges for their reliable operation. This can be attributed to the stochastic nature of power generation by WPP and SPP that can lead to significant fluctuation of operating parameters during abrupt changes in the primary energy resource supply. In this context, we need to improve the flexibility of power systems to control the regimes and facilitate reliable electric power supply to consumers. The absence of power storage systems (PSS) within power systems, as well as WPPs and SPPs, requires increasing the control response of the generator units (GU) at conventional power plants. The majority of power systems lack hydroelectric power plants (HPP) featuring hydroelectric sets with the control response parameters required to maintain the active power balance during the process. This article studies the methods of conventional power plant GU response rate improvement through the reduction of startup operation time, expansion of the adjustment range, and increasing the load throw and shedding rates. The authors justify the review of technical requirements for the control response of conventional power plant GUs in technical standard documents (TSD). This calls for the implementation of a set of organizational and technical actions in power systems to improve their flexibility during the scheduling of new WPP and SPP facility commissioning.
