Airspace Operational Efficiency: Transformation Through GIS-Enabled Applications

This paper explores the development of transformative Geographic Information System (GIS)-enabled applications designed to elevate the operational efficiency of an Air Navigation Service Provider (ANSP). ), Concept Solutions, LLC embarked on a two-phase journey to create groundbreaking software applications that harness the power of Advanced Geographic Information System (GIS) technology – AvenGIS. Phase 1, which went operational on August 1, 2023, is devoted to accommodating flights in Class A airspace for aircraft that are non-compliant with the Canadian ADS-B Mandate. This phase empowers ANSP stakeholders to visualize and communicate to controllers crucial flight route information for unequipped aircraft, while providing insights into conventional radar coverage for each flight. The subsequent Phase 2 builds upon the foundation of Phase 1 by implementing an Altitude Reservation (ALTRV) request management capability onto the AvenGIS foundation. This enhancement – NAVenGIS – streamlines NAV CANADA's internal processes and fosters seamless interaction with international ANSPs, including the Federal Aviation Administration (FAA) of the United States. The paper highlights the rigorous development of system requirements, the judicious use of prototyping using the AvenGIS platform, and the agile software development strategies that facilitated the prompt delivery of operational capabilities. Phase 1 culminated in the delivery of a fully operational, automated ADS-B Accommodation capability, which is vital in supporting the Canadian ADS-B Mandate for flights in in Class A airspace that are non-compliant with the mandate. Phase 2 is on track to conclude in August 2024 with the launch of an automated ALTRV management capability. Together, these achievements mark a major step forward in striving for improved operational efficiency and excellence in airspace management.
