Assessing Requirements Engineering Practices' Impact on Electronic Government Solution Sustainability

E-Government initiatives leverage Information and Communication Technologies (ICTs) to enhance governmental efficiency and facilitate online service provision. Software Requirements Engineering (RE) plays a critical role in ensuring the success of these initiatives by identifying, analyzing, documenting, validating, and managing project requirements. Despite the potential benefits, challenges persist in implementing RE practices effectively within E-Government projects. This article explores the importance of RE in E-Government, highlighting the need for early integration of RE methods to address challenges and optimize project outcomes. Through a systematic literature review, key factors contributing to E-Government project success and failure are identified, emphasizing the role of robust RE practices in mitigating risks and maximizing success. The analysis reveals deficiencies in the current literature, including limited empirical studies, insufficient focus on stakeholder engagement, and the absence of standardized frameworks. By bridging these gaps, practitioners can enhance the development and implementation of E-Government solutions through effective RE methodologies.
