A Frequency Control Method that Allows Regulation Sharing Among Interconnected Control Areas

Current large-scale interconnected power grids predominantly adopt the Tie-Line Bias Control (TBC), where each control area is independently responsible for the power balance within its region. However, under this control mode, if a control area within the interconnected grid lacks sufficient frequency regulation capacity, the frequency of the entire interconnected grid can be affected. To allow sharing of frequency regulation capacity across multiple control areas, this article proposes a market scheme for inter-area frequency regulation capacity sharing, along with a supporting frequency control method for interconnected power grids. After meeting their own frequency regulation capacity requirements, control areas can contribute surplus capacity to a regional frequency regulation capacity market. The awarded capacity is then centrally dispatched by the regional grid, with each control area using the TBC mode and the regional grid employing the Flat Frequency Control(FFC) mode. Simulation results indicate that, compared to the traditional TBC mode, our proposed scheme effectively improves the frequency quality of the interconnected grid and achieves optimized resource allocation.
