The Calculation of Capacity Reserve Cost for High-Proportion Renewable Energy Power System

To achieve the carbon peaking and carbon neutrality goals, the rapid development of renewable energy such as wind and solar power is expected to reshape the power system. Therefore, it is of great significance to study the capacity cost compensation mechanism caused by high-proportion renewable energy. Considering the uncertainty of renewable energy and future power generation mix, a novel estimating and allocating method for capacity reserve costs is proposed in this paper. Based on the robust optimization algorithm, the investment and fixed operation costs of conventional generation under different penetration scenarios can be calculated while ensuring the feasibility of the proposed scheme. Lastly, a practical case study of one province in western China is carried out to demonstrate the effectiveness of this proposed method.
