A Technology Maturity Assessment Model Modified by Mutation Theory

This paper explores different approaches to assess technology maturity and introduces a novel technology maturity assessment model that incorporates mutation theory. This theory allows for a more detailed analysis of technology development, recognizing the significance of gradual, incremental changes over time. The proposed model comprises four layers, with primary indicators such as technology development level, policy support magnitude, and industry development level. These primary indicators encompass secondary and sub-secondary indicators, each contributing in part to technology maturity. Finally, the paper validates the model by assessing the maturity of hydrogen technology, which falls within TRL levels 4 and 5, indicating it is in a developmental stage nearing the demonstration and trial phase.
