Evaluation of Traffic Signal Scheduling Methods Based on Turning Movement Count

In this work, the dynamic and static methods of configuring traffic signals with different cycle times are presented and evaluated based on actual turning movement count data. Firstly, the turning movement count data of six intersections in Las Vegas are estimated separately for one hour through remotely monitoring traffic cameras using a developed vision-based tracking system. Secondly, the configuration files such as intersection design and route files showing movement directions of vehicles are created based on observed time in video frames which is compatible with Simulation of Urban MObility (SUMO). The incorporated settings mimic simulation with realistic data and varied configuration of traffic signal timings based on turning movement count data are integrated to investigate the signal performance. The evaluation of the intersections based on estimated waiting times for statically and dynamically configuration of traffic signals indicates that the cycle time of 90 and 120 seconds work best for all intersections. Finally, a capacity rate parameter is defined showing correlation with the signal scheduling results. Four intersections show better performance for dynamic configuration of signal timings, and the other two with lower performance has lower capacity rate.
