R&D and Application of Intelligent Investment Management System for Hydropower Projects

In order to make up for the deficiencies of the investment management of hydropower project in business coverage, data exchange, data calculation, data analysis, file electronic, etc., an integrated management and control mode for the hydropower project contract, change, measurement, settlement, payment and other investment management links was proposed in this paper, data flows and computational logic from multiple sources were sorted out, and a hydropower projects intelligent investment management system was developed by the VUE + Spring microservice architecture and distributed storage technology. The system had realized intelligent management of the key business processes such as “measurement visa$\rightarrow$ settlement approval $\rightarrow$ fund expenditure $\rightarrow$ document generation”, including efficient flow data of measurement, settlement, and payment, automated computation, and the use of “electronic signatures + PDF + XML packaging + four-property testing” technology to form legally and compliant electronic documents. This system had been put into practical application in the construction management of a hydropower project in Tibet, that had been greatly improved the efficiency and level of investment control for the owner unit and realized technological innovation in the investment management mode for the hydropower project.
