Resource Adequacy Study of PJM Considering Hurricane-Driven Offshore Wind Generation Outages

This paper explores the impact of offshore wind (OSW) development on resource adequacy (RA) in PJM, with a focus on the risk of hurricane-driven outage scenarios. Due to the vulnerability of the PJM footprint to hurricanes and the significant deployment of OSW (almost half of the national goal of 30 GW of OSW installation by 2030 is planned to be connected to the PJM footprint), RA studies are vital to maintaining system sufficiency and operational reliability. Using standard reliability methods and software, we build a reliability model for the PJM considering OSW and hurricane scenarios to evaluate their RA impacts. The results illustrate that hurricane-driven outages of OSW generations can undermine the adequacy of resources in PJM. We recommend the consideration of mitigation strategies (e.g., installation of energy storage technologies, new supply sources, and transmission lines) to support OSW deployment on the Atlantic Coast.
