Study on Segmentation and Difference Setting in Beijing-Tianjin-Jibei Peak-Valley Electricity Price

Under the background of the state’s emphasis on regional coordinated development, it is urgent to improve the traditional barriers of setting electricity prices based on provincial division and solve the problem of inter-regional energy coordination. Because the Beijing-Tianjin-Jibei region is a unified and balanced power control area, this paper takes the Beijing-Tianjin-Jibei region as a whole to carry out peak-valley time-of-use(TOU) price research. Considering the industrial structure and peak load regulation demand of the three regions, the traditional model for demand response of power customer is modified with the peak-valley load difference as the weight. On this basis, according to the overall net load of the Beijing-Tianjin-Jibei region, the peak, flat and valley periods are redivided by k-means clustering method. Taking the minimum difference between peak and valley of net load as the objective function, the electricity price optimization model is established considering the interests of both generation and sale side. By comparing the load characteristic indexes before and after optimizing the electricity price, it is found that the load peak-valley difference after optimizing the region as a whole is obviously smaller than the load peak-valley difference when the three regions are independent, which proves the feasibility of the regional user response model.
