Evaluation and Computation of University Emergency Management Ability Based on AHP and Matter Element Extension Model

To enhance the university's emergency management, an evaluation system was established based on the process management theory with four primary indicators of the ability of emergency preparedness, emergency prevention, emergency response, and emergency recovery. 17 secondary indicators were identified for the primary indicators, too. For the model, we combined the matter element model with the theory of extension. The Analytic Hierarchy Process (AHP) was used to determine the weights of each indicator. The evaluation results were consistent with actual results. The constructed evaluation method based on AHP and the matter element showed high accuracy and reliability and provided a reference for improving emergency management in universities.
