Method of Mini Segments Encoding in Difference Space Using Haar Wavelet

The article describes the current issues of video information transmission. The modern methods of video fragment compression and their disadvantages are briefly considered. The main disadvantages are: demanding computing resources, distortion of information. The basic requirements for video infor-mation transmission are formed: image quality, high bandwidth, and error tolerance. The main focus of the study is to meet the requirements in the real-time data processing scenario for the critical infrastructure control industry. A set of scientific and technical solutions is proposed to solve the described problem and meet the identified requirements. This complex includes hierarchical image segmentation. Thanks to it, the image is divided into segments. And each segment is divided into mini segments. This provides better error tolerance. Also, this solution improves the efficiency of data compression by localizing the decorrelation of information. Difference transform is used to reduce the dynamic range of values and take into account data decorrelation. Transformation to frequency values using the Haar wavelet on difference data is used. This eliminates decorrelation differences and smoothes the values in mini segments. The resulting groups of low-frequency and high-frequency values are encoded after the Haar wavelet transformation. As a result, groups of values are represented by codes that occupy a smaller bit space.
