Research on Urban Safety Monitoring and Early Warning Strategy for Coupling Scenarios of Natural Disaster and Accident Disaster

With the rapid development of urbanization in contemporary Chinese society, security risks also gather in cities, which puts forward higher requirements for the resilience of cities to tolerate and resist risks, and for capabilities of monitoring and early warning as well as emergency disposal. On the basis of introducing the research background and significance, the paper first analyzes the current situation of urban safety development at home and abroad, and then analyzes the main challenges faced by urban safety development, mainly pointing out the shortcomings in the fields of planning system, monitoring and early warning, and emergency treatment. On this basis, from the two aspects of urban infrastructure construction and operation management, the paper puts forward several countermeasures and suggestions to promote urban safety development with the building of smart resilient cities as a breakthrough, including implementing dynamic assessment of urban security risks and strengthening top-level planning for urban security management as well as other suggestions.
