Study on Dynamic Prevention and Control System of Urban Safety Risks

In the background of industrialization, accelerated urbanization, and normalization of COVID-19 pandemic, strengthening the construction of urban safety dynamic risk system will improve comprehensive and rapid perception of urban safe operation state, comprehensive risk assessment, accurately prediction and linkage efficient disposal of disasters, which continuously enhances capacity for prevention, control and response to urban major risks and emergencies. This paper analyzes the development status and existing problems of urban safety risk prevention and control, and puts forward the framework and path for systematic construction of urban safety risk dynamic prevention and control, which covers five aspects: building a comprehensive urban safety monitoring network integrating air, space and earth, accelerating the integration of business data in the field of urban safety, strengthening comprehensive monitoring and early warning in addition to risk assessment, unifying construction standards and data interfaces, and strengthening theoretical and technical research in key fields. With the aim of promoting urban safety risk prevention and control capacity with informatization in order to build a solid safety barrier for high-quality urban development, the study puts forward four countermeasures or suggestions, namely, improving the emergency command system and the safety prevention and control system, establishing a specialized monitoring and early warning system, building intelligent comprehensive monitoring and early warning capacity, and strengthening the ability to enhance security through science and technology.
