Critical analysis of the 400/220/110/20 kV Urechesti power substation from Romania in the context of identification of risks, threats and vulnerabilities

In the current context in which national and European energy security is jeopardized by military and food instability in the proximity of our country and amplified by possible risks, vulnerabilities and threats to the National Power System, the occurrence of an power disaster (black-out) becomes very possible. Lack of electricity in industrial areas can cause major damage through enormous financial losses, which through the domino effect can spread economic and national insecurity. In this context, the critical analysis of 400 kV power substations becomes a real European security issue and makes this paper of real interest. The essential and interesting elements of this risk analysis are the identification of risks, threats and vulnerabilities. The authors consider that the identification of these elements of instability at a 400 kV power substation listed as critical infrastructure, can play a significant role in the security of electricity supply to consumers in the National Power System and becomes a strict European security issue because the lack of electricity can cause enormous damage to industry, economy and state systems, which are almost entirely dependent on electricity.
