DR interconnection issues: utility vs. provider - who is right?

Interconnection of large numbers of distributed resources (DR) to a radial conceived utility electric power system (UEPS) will cause system impacts. Should actions to address these impacts be a responsibility of the mass-produced small DR or the Large DR, all the DR's equally, or just those DR that exceed the margin of integration capacity in the UEPS or the responsibility of the UEPS? Variability of UEPS and DR systems causes a barrier to the goal of DR implementation using a one-design, cost-effective, consumer-level interconnect device. This panel presentation is intended to demonstrate the polarity of the technical issues between DR (large and small) and UEPS. This document is NOT intended to replace rigorous presentations of the issues nor be comprehensive in defining the issues. This document is intended to enlighten both the DR and EPS implementers to opposing viewpoints. The key to developing appropriate solutions is a thorough understanding of both sides of these complex issues.
