Simulation and analysis of a congestion management utilizing load-side flexibilities within the distribution grid

This paper presents results of a simulative analysis of a congestion management in a sample sub-urban low-voltage grid utilizing an incentive-based load management of active grid customers and additional flexibility potentials at customer site in case of a congestion. The results show that aggregated rebound effects can artificially create higher congestion levels. Based on the results recommendations for a suitable design of the congestion management are drawn and tested by simulation. Furthermore, the effects of different incentive-based remunerations, such as time-variable or performance-based grid fees, are compared. From the grid operators' point of view, performance-based grid fees have advantages in this regard, since the implementation of price-based incentives can lead to higher demand peaks.
