Resiliency & Risks of the Electrical and Energy Engineering Higher Education in Ukraine: Impact of the War and Objectives for Post-War Recovery

The paper deals with the analysis of the changes in Ukraine's electrical and energy higher education in the conditions of a full-scale war of the Russian Federation against Ukraine in 2022-2023 and in the context of the tasks of post-war reconstruction of the country on an innovative basis. It has been found that the relevant network of higher education in the field of study "Electrical Engineering" in Ukraine generally reveals resiliency to the destructive impact of war, restrictions of martial law. Public demand and support for this training has increased, the advance number of students in bachelor and master programs has grown. From the institutional point of view, the network has undergone small structural changes. At the same time, new inefficiencies have been added to its existing regional disparities, fragmentation and dispersion, duplication of training in the same city, lack of doctoral programs in the specialty "145 Renewable energy sources and hydraulic power engineering". They include a significant decrease in the potential of 11 relocated institutions, a weakening of the network of training in specialty "144 Thermal power engineering", as well as doctoral training. On the basis of key institutional characteristics, "Group 10" of leading and promising universities has been singled out for priority state support, in particular regarding financing, in the conditions of wartime budget restrictions and the need to provide victory in the war and post-war recovery of the country. Appropriate recommendations have been formulated.
