Investing in Renewable Energy Projects: A Look in Vietnam for the Period 2016–2023

In the period 2016–2023, there is a wave of investment in renewable energy (RE) projects in Vietnam. In fact, there are many projects supplemented with the national power system development plan with a capacity significantly larger than the approved capacity, many power projects could permitted to operate commercially on time to benefit from the Feed-In Tariff rates. However, other RE projects could not be put into commercial operation, which has caused inadequacies in the review, agreement, negotiation of electricity prices, and money waste of capital. This paper aims to evaluate the causes of the phenomenon of investment in the construction of renewable energy projects that are overloaded, and analyze the addition to the national power system planning with a fairly large capacity of renewable energy. Finally, there are several comments of the authors on the necessity of the project and investment efficiency for some projects that have not been put into commercial operation up to this point.
