A Dynamic Management Strategy for Team Resources of Air Traffic Controller

There has always been ambiguity in the understanding of human error levels among controllers, and the setting and conversion of daily duty modes are mainly based on empirical judgment, which leads to waste of human resources and unreasonable risk management in dynamic flight flow changes. Based on the flow information within the approach control zone and the probability of human error under different duty modes, a dynamic management strategy for controller team resources has been designed, which can optimize the use of human resources while effectively controlling risks. The effectiveness of human resource management strategies was verified through numerical simulation.
